Dear Mr. Samuels,
Please cite legal authority supporting your statement:
Prior to the court’s dismissal of the suit this week, city officials discussed the settlement in closed session with the Richmond City Council, according to Council President Charles R. Samuels.
But Samuels said council members could not discuss the settlement without a majority vote to permit them.

In an email dated February 7, 2013, Mr. Alan Jackson, the city attorney, could not cite legal authority supporting your position. Mr. Jackson sent you a copy of the email.
Thank you,
